No! PPHG accepts civilians as well as emergency service personnel from all branches of service. However, civilians will need to pass a background check and become a volunteer with Portland Police Bureau.

As a memorial band, Portland Police Highland Guard generally does not perform at private events. If your event has any special circumstances, please contact us and we will be happy to review your request individually.
Portland Police Highland Guard is generously supported by voluntary donations from the men and women of the Portland Police Bureau.
These arrangements are generally handled through the agency that your loved one represented, not directly with the band. A good resource, and one many of our members also volunteer with, is Military Honors by the Pipes. Please feel free to contact us if you need additional suggestions of where to start.
