Founded from tragedy, dedicated to excellence, and all about music, this is the

Portland Police Highland Guard

Our traditional police pipe band was formed in 1998 in recognition of the need for such an organization to serve the Portland Police Bureau and the Portland community.

With the tragic line-of-duty deaths of Officers Tom Jeffries and Colleen Waibel within 6 months of each other, and no band in place to provide a musical tribute at their final roll-calls, the Highland Guard found its roots in the collaborative efforts of Officers Brian Kelly, Erin Anderson, and Sgt. Stephen Bell.

The Highland Guard is now a segment of the Portland Police Historical Society , a 501-C3 Non-Profit organization. The band’s underlying mission is to honor and commemorate fallen police officers and firefighters, from throughout the Portland area and the Pacific Northwest, in our every performance. This is accomplished with musical presentation at funerals and memorial events in times of tragedy. Moreover, we dedicate our every concert, parade, and competition to our fallen brothers and sisters.
